WhatsApp API pricing is per delivered template message. In Malaysia, Meta charges RM0.3467 per marketing message and RM0.0564 per utility or authentication message; in India, ₹0.8631 and ₹0.115. Replies inside the 24-hour customer service window are free, and providers add their own fees on top.
WhatsApp API pricing at a glance
These are Meta's own rates, from the calculator on its WhatsApp Business Platform pricing page, checked in October 2026. Meta bills Malaysian businesses in ringgit (an option since 1 April 2026) and Indian businesses in rupees.
Malaysia, per delivered message:
- Marketing: RM0.3467
- Utility: RM0.0564
- Authentication (one-time passwords): RM0.0564
India, per delivered message:
- Marketing: ₹0.8631
- Utility: ₹0.115
- Authentication: ₹0.115
Marketing is the expensive category in both markets: about six times the utility rate in Malaysia and seven and a half times in India. Most of a typical bill comes from promotions, not from order updates or OTPs.
What each message category means
Meta sorts every template message into a category, and the category sets the price. The provider you use, or Meta itself, can reclassify a template it thinks is mislabelled.
- Marketing: promotions, offers, product launches, abandoned-cart reminders, anything meant to sell.
- Utility: messages tied to something the customer did or asked for, such as an order confirmation, a delivery update or an appointment reminder.
- Authentication: one-time passwords for logins and payments.
- Service: free-form replies to a customer who messaged you first.
The test Meta applies is intent. "Your order has shipped" is utility. "Your order has shipped, and here's 10% off your next one" is marketing, and it's billed as marketing.
What's free
Three things cost nothing, and planning around them is the easiest way to keep the bill down.
Replies inside the customer service window. When a customer messages you, a 24-hour window opens. Meta's pricing page says it doesn't charge for service messages, or for utility messages businesses send in response to users, and its developer documentation says non-template messages inside an open window are free.
Free entry points. When someone messages you from a Click to WhatsApp ad or a Facebook Page call-to-action button and you reply within 24 hours, every message you send for the next 72 hours is free, templates included.
Volume discounts on utility and authentication. In Malaysia, the utility rate drops from RM0.0564 to RM0.0536 above 150,000 messages a month.
India's first utility discount starts at 25,000,001 messages a month, so it only matters for the largest senders. Marketing has no volume tiers in either country.
Are service messages charged from October 2026?
Some WhatsApp providers in both countries tell customers that service replies became billable on 1 October 2026, with 1,000 free per number each month. When we checked in October 2026, Meta's pricing page still said service messages aren't charged, though its calculator does list a service rate equal to the utility rate.
Our advice: read your provider's latest invoice and terms rather than any blog, this one included. If service charges appear, ask the provider to show you the Meta notice behind them.
What a typical month costs
Here's a worked example for a business with three clinics sending appointment reminders and one promotion a month.
In Malaysia:
- 2,000 appointment reminders (utility, sent outside a service window): 2,000 × RM0.0564 = RM112.80
- One promotion to 3,000 opted-in patients (marketing): 3,000 × RM0.3467 = RM1,040.10
- Replies to patients who write in: free
- Meta's charges: about RM1,153 a month, before your provider's platform fee
In India, the same volumes cost 2,000 × ₹0.115 = ₹230 for reminders and 3,000 × ₹0.8631 = ₹2,589.30 for the promotion: about ₹2,819 a month in Meta charges.
The promotion is 90% of the Malaysian bill. Cutting one blast a month saves more than any provider negotiation will.
How to keep the bill down
Because the price depends on category and timing, a few habits cut most bills without sending fewer useful messages:
- Answer inside the window. A reply sent while the customer's 24-hour window is open is free. A template sent the next morning is charged.
- Keep transactional templates clean. Order and appointment updates stay utility only if they don't sell anything. Put offers in a separate marketing message, or leave them out.
- Send promotions to people who'll read them. At RM0.3467 or ₹0.8631 each, a blast to your whole list costs real money. Segment by what customers bought or asked about.
- Use ads that click to WhatsApp for campaigns. Conversations that start from those ads open a 72-hour free window.
- Retire templates nobody responds to. Low-engagement marketing messages cost the same as good ones.
The international OTP rate (and why it probably doesn't apply to you)
Both Malaysia and India have a higher authentication-international rate: RM0.1685 per OTP in Malaysia and ₹2.4971 in India, which is over 20 times India's domestic rate.
According to Meta's documentation, it applies only to businesses based outside the user's country that send more than 750,000 authentication messages in a 30-day period. A Malaysian startup sending OTPs to a few thousand Indian users pays the normal Indian rate.
WhatsApp Business app or API?
The free WhatsApp Business app on a phone is the right tool for a small shop or clinic with one or two people answering chats. You only need the API when you need one of these:
- Several staff answering from one number, with chats assigned between them.
- Automated messages triggered by your systems, such as order updates, reminders and OTPs.
- A chatbot or an AI assistant handling common questions.
- Messages linked to your CRM, booking system or app.
That last point is where most of the value is. In Duebox, the operations platform we built for Malaysian tuition centres, WhatsApp updates to parents are part of the product rather than a separate tool. If you're planning something similar, our mobile app development and web development work covers the integration end to end.
Choosing a provider
Most businesses reach the API through a Meta partner (a Business Solution Provider) rather than directly. Their pricing has three parts, and only one of them is Meta's:
- Meta's per-message rates, as above. Some providers pass these through at cost; others add a markup per message.
- A monthly platform fee for the inbox, chatbot builder, templates and reports.
- Setup or integration work, if you connect WhatsApp to your own systems.
Ask every provider to quote all three separately, in RM or ₹, and to confirm whether they mark up Meta's rates. If you're budgeting a whole app around WhatsApp, our app development cost guide covers the rest of the build. For help connecting WhatsApp to your systems, get in touch.
Frequently asked questions
- Is the WhatsApp Business API free?
- No. Meta charges per delivered template message for marketing, utility and authentication messages. Replies inside the 24-hour customer service window are free, and so are messages within 72 hours of a click from a WhatsApp ad. Providers also charge their own platform fees.
- Can I pay for the WhatsApp API in ringgit or rupees?
- Yes. Meta added Malaysian ringgit billing on 1 April 2026 and Indian rupee billing on 1 January 2026. Eligible Indian businesses must move their WhatsApp accounts to rupee billing by 31 December 2026.
- Why was my utility message charged as marketing?
- Meta categorises templates by intent. A delivery update that includes a discount or a product suggestion counts as marketing. Keep transactional templates purely transactional and send offers separately.
- Do I need the API to send bulk WhatsApp messages?
- For business messaging at scale, yes. The free Business app has broadcast limits and no automation or integrations. Unofficial bulk-sending tools break WhatsApp's terms and risk getting your number banned.
